A regulatory month above all: Brussels moved to loosen the RFNBO rulebook it wrote three years ago, while the IEA's Global Hydrogen Review and a wave of biomethane capital signalled where the real money is now flowing.

1. Executive Summary
June was defined by regulation in motion. Following its 24 April One Europe, One Market roadmap, the European Commission had committed to publishing a revised RFNBO delegated act by June — expected to push the additionality and hourly-correlation requirements out to 2032–2033 and potentially cut renewable-hydrogen costs by ~€2/kg — though, as of early July, it had not yet been formally adopted. On 17 June the IEA published its Global Hydrogen Review 2026, reporting that installed electrolysis capacity doubled to above 4 GW in 2025 and that low-emissions hydrogen investment could reach ~$10bn in 2026. Capital rotated visibly toward biomethane: CIP's €1.5bn Advanced Bioenergy Fund II gathered momentum and CIP took FID on Cobirgy, set to be one of Spain's largest biogas plants. Green-hydrogen FIDs were smaller and more selective — Enovos's Luxembourg valley being the notable European example. ⭐ The single most important story is the Commission's move to relax the RFNBO framework, which — once adopted — would re-set the cost base for the entire EU renewable-hydrogen value chain.

• 🟢 Cobirgy biomethane plant (La Sentiu de Sió, Lérida, Catalonia) — CIP (via Advanced Bioenergy Fund I) took FID on what it calls one of Spain's largest biogas plants — biomethane output above 230 GWh/yr, processing up to 500,000 t/yr of organic waste. • EBRD — €26m loan for Latvian RNG (HoSt Group / Next Biogas) — The EBRD signed a €26m loan to SIA Next Biogas (a HoSt subsidiary) for a biomethane plant in Lēdurga, Latvia, at its 2026 Annual Meeting in Riga (signed 5 June). • ⭐ RFNBO framework revision (expected June; pending) — Under the Commission's 24 April roadmap, a revised RFNBO delegated act was slated for publication by June 2026 (~18 months early). Industry expects additionality and hourly temporal correlation delayed to 2032–2033, which analysts estimate could lower RFNBO costs by ~€2/kg (from ~€6 to ~€4). A revised EU Hydrogen Strategy and a post-2030 RED IV proposal are expected in Q3 2026. As of early July the act had not been formally adopted — trackers still describe it as imminent.
