The month belonged to Europe's public-funding machinery: the third European Hydrogen Bank auction and Spain's follow-on national scheme together channelled well over €1.5bn into renewable-hydrogen production, while H2Med's BarMar leg entered public consultation.

1.  Executive Summary

May 2026 was dominated by public-funding outcomes rather than merchant activity. On 7 May the European Commission published the results of the third European Hydrogen Bank (EHB) auction, awarding €1.09bn from the Innovation Fund to nine projects across seven EEA countries totalling ~1.1 GW — the first EHB round to include a dedicated low-carbon (non-RFNBO) bucket. One week later, on 14 May, Spain closed its second national Auction-as-a-Service (AaaS) round, allocating €439.4m to three projects, of which €389m went to two Iberdrola plants in Huelva province. On infrastructure, Enagás launched the public participation plan for the BarMar sub-sea leg of H2Med on 18 May and put a combined €6.7bn price tag on the Spanish backbone plus H2Med. Two European green-hydrogen FIDs closed (Power2X in the Netherlands and GHECO's Barrow project in the UK), and the bp–Iberdrola Castellón plant began commissioning. ⭐ The single most important story is the EHB third auction and its Spanish national follow-on, which between them re-priced the subsidy stack for RFNBO hydrogen across the bloc.

European Union & wider Europe

•     🟢  Power2X 20 MW green hydrogen (Netherlands) — Power2X took a final investment decision on a 20 MW green-hydrogen project — its first to reach FID — and issued a notice-to-proceed. A

modest but symbolically important merchant-scale commitment in a quarter otherwise driven by subsidy awards.  (Renewables Now, 22 May 2026)

•     🟢  Barrow Green Hydrogen 30 MW (Cumbria, UK) — Schroders Capital (Greencoat) and Carlton Power reached FID via their JV GHECO — among the first UK renewable-hydrogen plants to enter construction, backed by a Low Carbon Hydrogen Agreement under HAR1.  (reNews, 20 May 2026)

•     📌  EHB 3rd-auction winners enter grant-preparation — The nine winners span Finland, Germany, Denmark, Greece, Austria, Norway and Spain; grant-agreement prep with CINEA is expected in Q4 2026 (FID within 2.5 years, operation within 5). Of the 15 winners in 2025's second auction, only 6 signed contracts — conversion risk remains material.  (H2Invest, 7 May 2026)

Spain

•     T2X (Turn2X) 9 MW (Extremadura) — Spain's only project in the EHB EU-wide bucket: Turn2X secured €0.62/kg for a 9 MW electrolyser (~6,390 t of hydrogen over ten years) and is exploring co-location with AGR Biogas for biogenic CO₂.  (gasworld, 7 May 2026)

•     bp–Iberdrola Castellón Green Hydrogen 25 MW — The 25 MW plant (~2,800 t/yr, ~€70m) began commissioning in May, on track to become Spain's largest operational green-hydrogen plant; powered via a ~200 GWh/yr PPA with Iberdrola.  (Iberdrola España)

•     Iberdrola Huelva & Palos de la Frontera — Two large Iberdrola plants secured national subsidy on 14 May (140 MW Huelva, €250m; 80 MW Palos, €139m). See Section 8.

3.  M&A & Corporate Transactions

•     Schroders Greencoat acquires APF Energy (Dutch biomethane) — Acquired from developer APF and Swen Capital Partners for an undisclosed sum; portfolio of three operational sites, three under construction and a late-stage pipeline.  (IPE Real Assets, 19 May 2026)

•     EemsGas secures €150m Dutch green-gas subsidy — A 50/50 biomethane JV received a €150m subsidy commitment, lifting total public funding to ~€180m and clearing the path to construction of a biomass-gasification plant.  (Bioenergy Insight, 26 May 2026)

•     ⚠  Chinook Hydrogen — £200m Middle-East backing (Tilbury, UK) — Unconfirmed date. Reported around the May/June turn: £200m raised for a hydrogen-from-waste plant at Thames Freeport's Tilbury site; exact close to be confirmed.  (Hydrogen Europe)

•     ℹ  Enagás – Teréga / Enagás Renovable – Hy24 — Context, announced 21 April: Enagás agreed to buy 31.5% of Teréga from GIC for €573m and sold 40% of Enagás Renovable to Hy24 for €48m (Hy24 rises to 80%; Enagás retains 20%).  (Enagás, 21 Apr 2026)

4.  Regulatory & Policy Developments

•     ⭐  EHB 3rd auction results (7 May) — Nine projects awarded €1.09bn; fixed premiums €0.57–€3.49/kg for up to 10 years; ~1.1 GW and 1.3 Mt of hydrogen over the first decade (~9 Mt CO₂e avoided). Competition was fierce — 58 bids from 11 countries requested ~€8.4bn against a €1.3bn budget. First round to fund low-carbon electrolytic hydrogen (two projects, 620 MW); Greece and Austria among winners for the first time.  (Hydrogen Europe; Enerdata)

•     RED III transposition — Germany moves; most Member States lag — Germany's Bundestag adopted its implementation on 23 April (RFNBO transport 0.1% in 2026 → 5% by 2035 → 10% by 2040; €14/kg penalty, the EU's toughest), with the Bundesrat debating on 8 May. Only 12 of 27 Member States had legislated RFNBO quotas.  (Hydrogen Council)

•     EHB / Innovation Fund — new calls opened late May — Keeping the auction pipeline live into H2 2026.

5.  Infrastructure & Pipelines

•     📌  BarMar public participation plan launched (18 May) — Enagás briefed President Illa and launched the plan for the Barcelona–Marseille sub-sea leg of H2Med (~400 km, ~2 Mt/yr, ~60 MW compression station at the Port of Barcelona, receiving station near Fos-sur-Mer). •     French H2Med public consultation runs 6 May – 12 July — The CNDP validated the process and appointed three guarantors; consultation spans ~500 municipalities.  (H2Med)

•     📌  Enagás prices backbone + H2Med at €6.7bn — €4.17bn for the backbone and €2.5bn for H2Med (of which ~€1.165bn is Enagás's H2Med share), with ~€150m/yr in subsequent O&M.  (El Economista, 21 May 2026)

•     Spanish Backbone participation plan ongoing — The largest of its kind in Spain — 13 autonomous communities, 500+ municipalities, an 18-month window — advancing region by region (Catalonia added in May).  (Enagás)

•     Hydrogen Europe — High levels of competition in 3rd EU Hydrogen Bank auction (7 May) — Same-day analysis: nine winners, €1.09bn, €0.57–€3.49/kg, and a first-time low-carbon bucket; flags AaaS follow-on funding in Spain (€440m) and Germany (€1.3bn).  (Hydrogen Europe)

Note on timing: The IEA Global Hydrogen Review 2026 (mid-June) and the EBA/GIE European Biomethane Map 2026 (1 July) fall outside May and are carried in Section 9. No major IEA/IRENA/Gas for Climate renewable-gas report was identified as published within May 2026.

•     MIBGAS IBHYX — The Iberian LCOH index (RFNBO, 50 MW reference) drifted from its ~€5.85/kg launch (Dec 2024) to ~€5.89/kg in early 2025. Specific May weekly values are not publicly retrievable — treat as indicative only.  (MIBGAS)

•     EEX HYDRIX — German market-based weekly index (Wednesdays, 16:00 CET), the reference for Germany's Carbon Contracts for Difference; May prints require the EEX hub.  (EEX)

•     SAF / e-fuels — The ARA spot SAF barge premium ticked higher in the week to 6 May; European SAF averaged ~$2,830/t in Q2 2026 (BNEF, +31%), amid Strait-of-Hormuz volatility — roughly double NW-Europe jet fuel.  (Quantum, 6 May; BNEF)

•     Ammonia / urea — Urea prices roughly doubled between January and April 2026 (IEA); methanol also rose, as Middle-East disruption curtailed fertiliser output.  (IEA)

8.  Spain Deep Dive

Headline — €439.4m national AaaS award (14 May). Via the AaaS mechanism (grants by IDAE, PRTR-funded), Spain funded three RFNBO projects CINEA-ranked but unfunded EU-wide:

–     Iberdrola — Huelva (Andalusia) — 140 MW — €250m

–     Iberdrola — Palos de la Frontera (Andalusia) — 80 MW — €139m

–     Doña Urraca Energy — Albacete (Castilla-La Mancha) — 30 MW — €50m

•     Project pipeline & hubs — Huelva (Iberdrola / Cepsa-Fertiberia) is the focus, reinforced by the AaaS awards; bp–Iberdrola Castellón entered commissioning; Turn2X Extremadura 9 MW was Spain's sole EU-wide EHB winner. •     MITECO / IDAE / CNMC — MITECO (VP Aagesen) drove the €439.4m award; IDAE administers the grants; final national-scheme awards are expected before 31 August 2026. No new CNMC hydrogen-network tariff resolution was identified.  (Strategic Energy)
